The Manila Department of Social Welfare (MDSW) was created thru Republic Act No. 4050, issued on June 18, 1964, which amended the charter of Manila, to include a Department of Social Welfare. This was seen as a welcome move by the City to give importance to the welfare of the public.
VISION: The Manila Department of Social Welfare envisions a city where the disadvantaged and marginalized sectors are empowered for quality life through sustainable, productive endeavors and active transformational community participation.
BISYON: Ang Kagawaran ng Kagalingang Panlipunan ng Lungsod ng Maynila ay humihirayang isang lungsod na may tunay na kapangyarihan ang mahihirap na mamamayan para sa kalidad na buhay sa pamamagitan ng tuloy-tuloy, produktibong pagpupunyagi at aktibo at mapagbagong pakikilahok ng pamayanan.
MISSION: To achieve service excellence in the development, formulation and implementation of basic and responsive poverty-alleviation and social protection programs for and with Manilans.
MISYON: Makamit ang kahusayan sa serbisyo sa pagbuo, pagbalangkas at pagpapatupad ng mga pangunahin at panlipunang proteksiyong programa para sa at kasama ang mga Manilenyo.
