Col. Ivan Papera – OIC of the Joint Task Force-National Capital Region (JTF-NCR) and Commanding Officer of the Naval Task Group – expressed the support of the Philippine Navy (PN) for the City of Manila’s COVID-19 mass vaccination rollout. Papera, along with other top JTF-NCR officials, had a meeting with Manila Mayor Francisco ‘Isko Moreno’ Domagoso on Friday, February 26.

Also present during the meeting was Capt. Julius Valdez, PN; Lt. Col. Ramil Holgado, PN; and Ens. Jerick Naval, PN.

During the meeting, Domagoso said that he welcomed the added security being offered during the vaccination process. He said this was especially critical in the transportation of the vaccines from the storage facility at the Sta. Ana Hospital to the designated vaccination sites all over the city.

“Malaking bagay especially [sa] security ng bakuna, kasi yung transport from our storage facility sa Sta. Ana,” the mayor said, noting that deployment sites could vary from 18 to 27 sites depending on the number of vaccines.

Aside from the added security during the vaccination rollout, Col. Papera also proposed a joint simulation exercise with Manila’s Disaster Risk Reduction Management Office (MDRRMO) in preparation for “The Big One” and other possible disasters.

Col. Papera explained that in the worst case scenario after a big quake many structures would have already collapsed. As such, the only option would be to set up the command post in the water.
