Manila City Mayor Francisco ‘Isko Moreno’ Domagoso signed on Monday, March 22, an ordinance strengthening the city government’s housing projects for informal settlers’ families.

Domagoso signed Ordinance No,. 8730 or the Manila Urban Housing Ordinance in order to “provide adequate and affordable shelter facilities to Manilenos, giving due priority to the homeless and underprivileged.”

The project targets to provide vertical and horizontal housing for renters and informal settlers in the City of Manila, and land acquisition in line with the government’s land of the landless program.

According to the Mayor, the signing of the ordinance is the fulfillment of the dream of his parents.

“‘Yong pangarap ng tatay at nanay ko na magkaroon ng sariling bahay na hindi naganap ay siya namang bagay na pinagpapasalamat ko sa Diyos ngayon, dahil nabigyan ako ng pagkakataon na matupad ko ang pangarap ng inyong nanay at tatay. Para sa inyo mga Batang Maynila,” the Mayor said.

Joining Domagoso during the signing were Manila City Vice Mayor Maria Sheilah ‘Honey’ Lacuna-Pangan, Majority Floor Leader Councilor Joel Chua, and other city government officials.

Under the Declaration of Policy of Ordinance No. 8730, it stated that “it is hereby declared a policy of the City of Manila to progressively promote the right of Manilenos to an adequate and dignified standard of living including access to decent and affordable housing, having in mind the general welfare and sustainability of housing projects and partnership to its stakeholders.”

“All housing shall have a mixed income occupancy with priority given to low-income households. Projects shall likewise incorporate climate and disaster resilience, urban environmental infrastructure improvements, and urban greening innovations in its designs,” the ordinance read.

Thus, an amount of P2,000 rent for minimum wage earners shall be paid by both horizontal and vertical housing beneficiaries while government employee with Salary Grade of 8 and below shall pay the same amount for the employee housing. Meanwhile, those earning above the minimum wage and earning between Salary Grade 9 to 18 shall pay P3,000.

All monthly rental fees shall be given to the Manila Urban Settlement Office for proper accounting, the ordinance stated.

All housing projects has a length of stay for a period of 50 years, but only the horizontal or the townhouse/single detached housing units is renewable subject to agreement of parties.

Aside from the housing projects, Ordinance No. 8730 also tasked the Manila Urban Settlement Office to “formulate and establish a One Stop Shop Housing Processing Center” that will be used to process all housing related permits, clearances, and certification.

It could be recalled that Domagoso vowed to also prioritized the livelihood of the Manilenos while also addressing the problem on COVID-19 pandemic.

“We will continue to achieve our goal, aspirations, and visions while others makapaghihintay naman. Kaya kung ano man ang gagawin pang malalaking bagay o maliliit na bagay, ay sinisigurado namin na ito’y kapakinabangan ng tao. Tao muna sa Lungsod ng Maynila. Iyan ang magiging direksyon ng ating 2021,” he said.
