Erap, Lacuna lead councilors in submitting themselves to drug tests

Manila Mayor Joseph “Erap” Estrada and Vice Mayor Honey Lacuna yesterday led city councilors in a surprise drug test aimed at ridding the city government of local officials who might be hooked on drugs
After submitting himself to the drug test, Estrada said he will not hesitate to dismiss and file criminal and administrative charges against any city hall official who will subsequently test positive for drug use.
“They will be dismissed immediately,” Estrada said of those who will be found positive for drug addiction.
“I want Manila to be a drug-free city and that would mean that every elected public official, from mayor to vice mayor, down to the city council and barangay should not be on drugs,” he added.
As of 4 p.m. yesterday, 27 of the 36 members of the Sangguniang Panglungsod had already submitted themselves to the surprise and mandatory drug testing administered by medical personnel of the Ospital ng Maynila.
Estrada and Lacuna were the first ones to undergo the procedure.
Today, city hall department heads will also take the drug test along with the 9,200 rank-and-file employees; next in line are the barangay officials, from the chairmen to the council members.
The surprise drug test was the first time to be conducted at the city hall of Manila in recent years, according to City Administrator Jojo Alcovendaz.
He said the funds to be used in the drug testing will come from the Special Activities Fund and the peace and order funds.
